You always hear that police are charging the other driver for murder, the part you don't hear is that charges like that don't stick. You have to think of the implications of a law like that. You'd get police always trying to prove that multiple cars were racing so they can charge multiple people with a crime. What's next, charging the passengers of those cars with a crime?
